PROJ6016 Project Management Capstone

The objective of the project is to increase the efficiency of the procurement function in the company and its operational performance. The construction sector, which has widely been associated with time and cost overruns in terms of delivery, procurement and supply chain issues, and unpredictable cost of materials, is facing numerous challenges at the moment. This paper aims to investigate the areas of procurement management at Specbuilt Construction and determine the best approach to address the issues the company is experiencing. The work involves identifying the organization’s purchasing process and practice in the purchasing of materials and how they deal with vendors, and promoting the proper strategies for improvement. Some of the recommendations include the following: A new procurement management system should be developed and implemented; all ABC project procurement processes should be made uniform, and the internal capabilities developed through training. In addition, the goal is also discussed in relation to supplier assessments, the use of technology, and the integration of sustainable measures in the long-range processes.

Looking at the findings derived from the analysis, it can be concluded that automation and digital procurement tools play an important role in procurement decision making, elimination of common mistakes, and minimization of risks. Another key finding of the project is the lack of integration and the importance of working in synergy, as well as the need to have the procurement function strategy integrated and aligned with strategic organizational objectives. Future research directions include the long-term consequences of following a digital procurement strategy, the concept of sustainability, and the organizational culture’s influence on procurement improvement. The following best practices have been identified at the end of the project: Moreover, it is crucial to attract project stakeholders in the initial phases of the project and improve the internal communication system of the organization. In the long run, the project seeks to place the company, Specbuilt Construction, as a player that competes well in the dynamic industry by successfully adopting efficient procurement strategies in terms of cost and sustainability.

3.3 Establishing a communication plan

Effective communication was critical to the successful execution of this capstone project. This paper will focus on the importance of developing a communication plan for better organization of a project on how to convey information to the concerned people. To create one, start by listing down all the people involved and the information that they require. Include goals of the communication, for instance, maintaining coordination within the team, managing expectations or in case of the team making decisions. In the third step, it is required to identify the number of messages to be sent and choose the communication channels – it may be emails, meetings and conferences, instant messaging, or business and project management software. FM9: It is recommended that the established communication plan should have details regarding the communication frequency and when it should occur, like the weekly status reports or the monthly stakeholder review.

Determine who will be responsible for business communication so that there is accountability in the business. For example, a project manager can be charged with the communication responsibilities of informing, while the team leaders provide the internal communication. Also set policies concerning how feedback will be given or how conflicts arising from the relationship are to be solved. Lastly, identify the ways and means of assessing the impact of the disseminating communication plan. This may include their satisfaction, how often they interact with it, and other necessary changes (Amjad et al., 2024). If there is a proper structure of communication, chances of confusion are minimized, collaboration is facilitated, and overall objectives for the project can be attained.

4.0 Research Methodology and Literature Review

Data was gathered through the administration of questionnaires and surveys to the various stakeholders, review and assessment of some procurement documents and document mapping. A variety of literature reviews have been completed for procurement efficiency, cost reduction approaches, and the application of intelligent digital technology in the construction sector. The sources identified also underscored the importance of strategic sourcing, supplier performance management, as well as the application of technology in the supply chain process. This foundation helped to find out the areas of weakness in current practices and develop some suggestions to improve procurement operations and bring them in line with contemporary practice (Shoushtari et al., 2024).

Students who need help with project management assignment topics can also use this sample to understand research methods, procurement analysis, project planning and evidence-based recommendations.

5.0 How did you select the research topic and resources

5.1 Research topic justification

The decision to focus on optimizing procurement processes at Specbuilt Constructions was driven by a combination of personal experience, academic knowledge, and professional background. While working at Specbuilt, I observed recurring challenges in procurement practices, such as delays in material deliveries, inconsistent supplier performance, and budget overruns. These issues often impacted project timelines and client satisfaction, making it evident that improvements were needed. A topic was chosen concerning the observed procurement problem areas in Specbuilt Construction Co. This responds to industry demands, especially in an area that is beneficial in reducing costs (Thesing et al., 2021). Resources had to be selected based on their applicability to construction procurement, strategic sourcing and digital transformation in an effort to attain a realistic and relevant subject focus that would address issues of operational performance.

5.2 Resource selection

The resources selected for this research project were chosen based on their practical relevance, credibility, and alignment with the project's objectives. The goal was to gather information that not only provided theoretical insight but also delivered actionable value for real-world application at Specbuilt Constructions. Primary academic resources were gathered from trusted databases including Google Scholar, ProQuest, and Scopus. In doing so, credibility, relevance to procurement practices and relevance to the construction sector have been used as criteria in selecting the available resources (Moreno-Monsalve et al., 2022). Thus, emphasis was placed on peer-reviewed sources, industrial reports, and case studies to obtain relevant information. These criteria included publication date, relevance to the study aims and objectives and applicability to real-world settings.

6.0 Key lessons learned

Over the 12-week period of conducting this capstone project, I have gained several important lessons that will significantly influence my future professional and academic endeavours. These insights stem from both successes and challenges encountered throughout the research and project execution phases. This project has shed light on the importance of implementing structure regarding procurement of resources in attaining affordable costs and organizational performance in the construction context (El Khatib et al., 2023). One of them is regarding the significance of the going concern concept, which ensures early engagement of stakeholders for efficient management of data collected and expected by stakeholders.

Problems with internal documentation highlighted that there are gaps in co-operation as well as unfamiliarity with documents that are available internally. Moreover, the importance of comparing the results with the best practice was identified, which in turn highlighted that it is crucial to have a benchmark to refer to. The project also revealed the importance of digital transformation of the company, extending current tools available to provide better control and visibility on the procurement chain (Bento et al., 2022). From the skills enhancement perspective, the project helped to understand how to be flexible and think critically and manage a project, including when facing actual business issues. Collectively, these lessons will be pertinent in offering the final findings and advice concerning procurement and operation strategies in the construction business.

7.0 Future research considerations

Reflecting on the challenges and achievements of this 12-week project, several considerations have emerged that would enhance the quality and experience of similar research projects in the future. These considerations focus on both personal development and process improvement. Future studies should seek to classify the long-run costs associated with using digital procurement systems in relation to cost and operational efficiency in construction organizations (Shamim, 2024). Future research could also examine other technologies that are gradually coming to light, such as AI, blockchain, and predictive analysis in the area of procurement transparency, collaborating with the supplier, and dealing with risks.

More specifically, there is a gap in research identifying the best practices of using both traditional as well as digital procurement frameworks by multiple construction firms. Moreover, the analysis of the literature on topics such as sustainability criteria and indicators of procurement decisions, and the environmental and social impact of suppliers would help achieve goals consistent with ESG. There is also a need to consider the social aspect of training and management while implementing procurement innovations, change management, as well as organizational culture (Venczel et al., 2021). Thus, the local specific benchmarks and appropriate indexes of the construction procurement will be established to allow for more consistent and accurate measurement of the effectiveness of procurement practices in the long term.

8.0 Benefits derived from a professional perspective

From a professional point of view, this work entails some benefits in the improvement of the procurement function in Specbuilt Construction. Hence, by comparing or matching its practices against some established standards in the process, the organization can make significant savings in costs and give better utilization of the available resources. It also gives a strategic approach to decision making and improvement of procurement activities and functions (Khurramov, and GANIEV, 2021). Additionally, the project fosters stronger supplier relationships and risk mitigation strategies. For the professional, it improves analytical, project management and stakeholder engagement skills that are useful for future employment in operations or consultancy.

Conclusion

Over the course of 12 weeks, this project enabled to gain significant personal and professional development. This project is on track, and even though a slight delay has been recorded, funds and scope have not been compromised. Some objective marks have been attained, such as collecting the data and workflow of the company, which can be considered as the necessary prerequisites for the successful realization of the plan. Thus, there is effective management of risks that exist in operating the business (Govindaras et al., 2023). The project’s academic and organizational sponsorship means that, in the following years, the project will be able to provide a pragmatic, cost-effective, and industry-appropriate approach to procurement that would fit well in different organizations and shall be consistent with different business models of sustainable and effective procurement.

Part B

1.0 Scope and limitations of the Final Project Report

This report covers three core areas aimed at improving procurement efficiency at Specbuilt Constructions:

1. Procurement Process Analysis

It presents a comprehensive evaluation of current procurement practices, identifying inefficiencies and examining relevant challenges and trends within the construction sector.

2. Examination of Challenges and Trends in the Construction Sector

Explore how these sector trends influence procurement practices at Specbuilt and identify areas where these external factors create procurement challenges (from the plan)

3. Recommendations for Improvement

The report outlines practical and evidence-based recommendations to enhance procurement efficiency, reduce costs, and address supplier disruptions and material wastage.

These sections collectively aim to align procurement practices with industry standards and operational goals.

1.1 Limitations

Practical Limitations

One major limitation was the practical ability to fully implement the proposed procurement framework. Limited access to real-time internal data and company systems restricted the scope of testing and validation, affecting the practical demonstration of the framework’s effectiveness.

Time constraint

The 12-week project duration posed a challenge in terms of engaging a broader range of stakeholders. This limited the depth of feedback and insights that could have enhanced the comprehensiveness of the analysis and recommendations.

2.0 Procurement issues analysis

SpecBuilt Constructions is a commercial builder specialising in government and public sector projects. With strong systems in WHS, quality, and environmental compliance, SpecBuilt prioritises client satisfaction through a holistic delivery approach. Over the past few years, they’ve delivered projects for agencies like Sydney Trains and local councils across civil works, maintenance, refurbishments, new builds, fit-outs, and heritage construction.

Based on the typical operations of a mid-sized construction company like SpecBuilt, and based on personal views, what I consider to appear as an issue for the company are;

  1. SpecBuilt’s reliance on manual or outdated procurement systems is largely due to rapid business growth, limited investment in digital procurement tools, and a continued dependence on traditional, paper-based methods. This reliance on spreadsheets or basic tools can lead to Human errors, poor tracking of Pos(purchase orders) and deliveries and delayed approvals and miscommunication
  2. Decentralized procurement – where responsibilities are often shared among project staff, leading to inconsistent processes, communication gaps, and difficulty in tracking procurement performance across projects (Kerzner, 2025). Moreover, inconsistent pricing and difficulty in enforcing company standards might occur
  3. Limited and informal supplier network - often relying on a small group of familiar or long-standing suppliers. In some cases, suppliers or subcontractors are selected based on

3.0 Examination of Challenges and Trends in the Construction Sector

Government and construction organisations regard construction as an important part of their countries’ economic growth, but it has its own peculiar risks and trends. Some of the challenges include expenditure control issues arising from poor planning, improper procurement and control involving scarce materials in the structural industry. Most of the construction firms can work on very small or even no profit margins depending on the project size, hence, it becomes paramount to consider efficient procurement that is credible. Lack of proper information technology solutions, inadequate ways of evaluating suppliers, and outdated working methods are some reasons that lead to procurement problems in project delivery, hence extending time and costs.

The other problem is the human resource constraint and lack of skilled workforce, especially in the developed nations, which affects project implementation and efficiency. It has tried to attract young professionals due to the culture that has long been rigid in working patterns and the least use of technology. This results in high costs of labour and hampers innovation and efficiency, leading to the formation of bottlenecks in project specialization.

Sustaining procurement-related difficulties, escalating influence of global supply disruptions, particularly since the COVID-19 global breakout. All organizations have reported delays of the required materials, and changes in price have become the order of the day, hence the need to develop a more robust and diversified supply chain. Here, therefore, it is important to note that managing vendor relationships and procurement flexibility has never been more important than now.

On the trend side, the changes are best summarized by two colours: Digital and Green. Management of facilities is using BIM in design and delivery, incorporating AI and cloud solutions for project management. Consequently, the Construction Industry and Green Purchase have recently become significant due to increasing environmental awareness and demanding rules. The customers expect the services and the construction of the facilities to be environment-friendly, hence the need to adopt solution procurement strategies.

In addition, the utilization of data for decision-making is gradually becoming a competitive tool. Businesses are using analytics to measure customer demand, potential risks, and suppliers to determine the long-term benefits of the contract and productivity (Khoulenjani et al., 2024).

Thus, despite the further challenges of the construction context, including fluctuating costs, issues with workforce and supply chain, technology and sustainability can provide a way out. For organisations such as Specbuilt Construction, it is thus possible to navigate these challenges utilizing current effective ways to manage risks, thereby attaining competitiveness and diversity in the community.

4.0 Recommendations

For improved efficiency in economic procurement and reduction of costs in the Specbuilt Construction, the company should adopt more of a structural and or technical approach to the procurement process. Currently, there are many unautomated practices that can be streamlined and need augmented use of appropriate technologies, such as an efficient procurement management system to monitor the stocks, suppliers and even the expenditure. The use of digital tools also enhances the efficiency of working with numbers in terms of employment, decision-making, and managing risks in general.

However, to avoid compromising the efficiency of the procurement process and minimising the risk that arises due to a lack of coordination, it is necessary to make procurement processes for all projects uniform. This includes developing the right procurement policies, suppliers’ evaluation criteria and setting performance indicators that are compatible with the benchmarking standards of the best companies in the industry. The company should establish a system for vendor prequalification and perform supplier evaluation to develop strategic partnerships with experienced, quality-oriented suppliers to reduce the likelihood of acquiring low-quality materials that would necessitate extra time and spending to rectify (Venczel et al., 2021).

Enhancing Internal Capability: Finally, the next strategic management recommendation is to provide specific training in procurement and contract management. Through enhancing the skills of the people, it is easy to achieve better negotiation skills, policy compliance, as well as tactical sourcing skills. It is also important that procurement, finance, and project management personnel from an organization should cooperate in this so as to ensure that all procurement strategies within an organization meet the intended goals.

Additionally, it is recommended that the company evaluate procurement performance on a regular basis and compare it to some key performance indicators with a view to acknowledging the areas that need improvement. The inclusion of sustainability criteria in the sourcing of the suppliers and materials can also have a double boon for companies, as it creates compliance with the regulations as well as presents sustainable value (El Khatib et al., 2023).

Lastly, hiring external consultants or specialized personnel for occasional or occasional audits and recommendations can help to advance the procurement organization. These strategies, alongside internal improvements, would improve the efficiency of working and result in a decrease in cost, thus placing Specbuilt Construction as a contractor of choice in the construction industry of Australia.
